Property Survey & Assessment Services

Pre-Purchase Non-Destructive Structural Surveys

A Pre-Purchase Non-Destructive Structural Survey – commonly referred to as Pre-Purchase Structural Survey, House Survey, Structural Survey, or Building Survey – provides a comprehensive assessment of a property’s structural condition, enabling potential buyers to make informed decisions. Typically undertaken prior to the acquisition of a second-hand property, the survey identifies existing defects, potential issues and necessary remedial works, offering clear insight into the property’s condition, which helps to avoid unpleasant surprises and supports confident investment.

CTFL Consulting Engineers expert reports provide buyers with the confidence required when making one of life’s most significant investments. Our clear, detailed Pre-Purchase Non-Destructive Surveys are available for properties of all types and ages throughout Longford and surrounding Counties.

Within our report we also advice on potential structural alterations, compliance certification and inspection and maintenance records, ensuring any identified concerns are clearly communicated to your solicitor prior to finalising the purchase. Some of the key aspects  considered as part of our Pre-Purchase Non-Destructive Structural Survey include:

  • Building Structure – full interior and exterior assessment;

  • Settlement;

  • Water Penetration and Damp Issues;

  • Condensation and Mould;

  • Roof and External Components – including gutters, downpipes, chimneys, flashing, valleys, fascia and soffit;

  • Ventilation – natural and mechanical;

  • Attic Space and Timber Rot;

  • Grounds Observations;

  • Windows and Doors;

Value Engineering & Structural Sustainability Assessment

In construction, Structural Sustainability Assessment ensures that projects are designed and delivered with a clear focus on minimising environmental impact and embodied carbon. Through sustainability assessment, engineers aim to increase the use of alternative construction materials with lower environmental impact, improving long term performance, enhancing market value and contributing to better quality of life for users.

Value Engineering is a multidisciplinary review process focused on reducing the life cycle costs of a building while enhancing its functionality, quality and overall performance. It involves the systematic analysis of design solutions to identify more efficient and cost effective alternatives, and includes the review of construction methods, materials, specifications and technologies, aimed to optimise the project outcome. Early stage Value Engineering is the key to maximising impact.

Our approach goes beyond conventional cost reduction. We apply our technical expertise to identify opportunities to optimise design, minimise material use and incorporate lower impact alternatives without compromising safety, compliance or architectural intent. At CTFL Consulting Engineers we work collaboratively with design teams and contractors to deliver buildable, efficient and environmentally responsible projects.

Vacant and Derelict Property Grants

The Derelict Home Scheme, under the Vacant Property Refurbishment Grant, provides funding to support the refurbishment of qualifying vacant or derelict properties into permanent homes or rental properties across cities, towns, villages and rural areas in Ireland.

To qualify, a property must have been vacant for at least 2 years, or be deemed structurally unsound and dangerous, in which case it may be classified as derelict. Additional eligibility criteria include:

  • The property must have been built before 2008 (prior to 1 May 2023, only properties built before 1993 were eligible);

  • The applicant must own the property or be in the process of purchasing it;

  • The property must be occupied as a principal private residence or made available for rental upon completion;

  • The applicant must have tax clearance from Revenue;

  • Where applicable, Local Property Tax must be paid;

  • The applicant must not be registered as a company or property developer.

A structural survey report is a key requirement when a property is assessed under the derelict category. At CTFL Consulting Engineers, we provide experienced building survey services nationwide, ensuring all required information is clearly documented to support a successful application. Our team goes beyond reporting by offering clear, practical guidance on structural condition, potential risks and recommended remedial works, helping clients make informed decisions and progress their project with confidence.

Expert Witness Services

A Construction Expert Witness is a qualified professional with extensive knowledge of engineering principles and construction techniques, combined with a strong understanding of contract specifications and project management. Their role involves undertaking site inspections, carrying out detailed document reviews (including technical drawings, contract documents, inspection records, etc), performing technical analysis, preparing formal reports and, where required, presenting and defending their findings in court.

An Expert Witness is typically appointed when a dispute relates to construction work. Their main function is to translate complex engineering concepts and present them as clear, unbiased and admissible evidence that can be understood by all parties involved. They are particularly valuable where technical issues are preventing the resolution of a dispute, including cases such as:

  • Disputes between client and contractor;

  • Breach of contract during construction works;

  • Defective or poor workmanship;

  • Non-compliance with building regulations;

  • Land or boundary disputes.

If you ever need a professional voice or a clear second opinion to support your case, our skilled team brings technical expertise and practical insight into how disputes unfold, providing independent assessments that help you move forward with confidence. Through inspections, detailed analysis and comprehensive reports, at CTFL Consulting Engineers we deliver impartial and objective opinions to support both pre-litigation and litigation scenarios.

Site Feasibility Study

Site Feasibility Studies are assessments undertaken at an early stage of a project to evaluate its viability prior to committing significant resources. They provide a structured analysis of potential risks and restrictions, taking into account factors such as local legislation and planning policy, site conditions, archaeological, conservation and heritage considerations, environmental constraints, infrastructure availability and the potential impact on neighbouring developments. The outcome is a clear and informed basis for decision making that enables stakeholders to assess whether the project is viable, requires refinement or should be reconsidered.

At CTFL Consulting Engineers, our experienced team conducts thorough feasibility studies that give stakeholders clarity and confidence in the early stages of a development, ensuring investment decisions are made with a clear understanding of risks, constraints and opportunities. Our practical approach allows us to identify potential challenges and provide realistic guidance tailored to each project.
